The consultation on plans to replace personal independence payment (PIP) with vouchers or a catalogue ends on 22 July, with Labour so far showing no signs of disowning the proposals.  Benefits and Work is urging readers to have their say before it is too late.

As most readers will be aware, the Conservatives published a Green Paper on the future of PIP in April 2024.  Amongst the proposals were suggestions that instead of regular cash payments, PIP could be replaced with:

  • A catalogue/shop scheme
  • A voucher scheme
  • A receipt based system
  • One-off grants

Labour failed to condemn these proposals in the run-up to the general election and have continued to remain silent since gaining power, even though there is now no risk of them losing votes by speaking out.

According to the Mirror:

“Labour insiders have hinted they'll review the public's response to these proposals after the consultation wraps up on July 22, which falls three weeks post-election.”

Labour have also said nothing about planned changes to the work capability assessment (WCA) from 2025, that would lead to an estimated 424,000 claimants losing over £400 a month.

Ten leading charities, including:

  • Child Poverty Action Group
  • Disability Rights UK
  • Joseph Rowntree Foundation
  • Mind
  • Save the Children

have written to Liz Kendall, secretary of state for work and pensions.  They have asked her to halt the proposed changes to the WCA and to PIP and replace them with plans that are “redesigned with disabled people at the centre.”

So far, there has been no response.

UPDATE 11 July

Liz Kendall made a speech in Leeds today in which she said that rising levels of economic inactivity are unacceptable and that immediate action must be taken.  She highlighted the fact that a record 2.8 million people are out of work due to long-term sickness. 

Kendall said that the government would: ".... create more good jobs, make work pay, transform skills, and overhaul jobcentres, alongside action to tackle the root causes of worklessness including poor physical and mental health."

Kendall made no reference to PIP or work capability assessment changes and did not address the issue of the speeded-up timetable for forced migration to universal credit.

    If vouchers are instead of pip payments in cash people who have motablilty cars will lose there cars. And be stuck indoors like a prison. Li have been on disability payments since 1997 and having severe osteoarthritis and recently I have been diagnosed with terminal cancer , I don't want vouchers as they would be no good to me.

    They don't realise that us on pip use this money for gas electricity and fuel, most of us are stuck in, 7 days a week and use this money for hospital treatments and so on, so they are going to cut of are life lines, I shop in different places to try to save money as the cost of food has gone up by 25% and can't afford to buy some stuff I used to buy, what is this world come to, come the winter I'll be choosing to heat my flat or eat again.

    I think they should leave pip as cash it's easier for people to no what to pay out people will get confused with this so please leave it as cash thank you a lot of people will be happier

    Well i completed it. It was worse than the PIP form itself. Hopefully they wont go along with these proposals but you can never be too sure. Labour after all introduced the WCA. Also will it be seen as copying the conservatives proposals, will that look good? Mind they have a majority so large they probably wont care.

    The very fact Labour didn't dismiss the tory proposals right off to change pip and decided to look at the Green paper consultation smacks of decision made.

    I voted Labour this election, AS I believed they would be the best party to vote for ,I hope that the new PM will be fair with disabled people who are on P.I.P the main worry is that people who genuinely can't work will be forced to work . And will make there health must worser,

    PIP is tax free money for people with a wide range of disabilities that have an affect on their everyday life they need this money whatever package they receive it all helps my sons daycentre is for sever learning disabilities of all ages upto 50 younger adults in wheelchairs and nonverbal to diseases severe epilepsy and high functioning autism they cannot work due to their disabilities. The government's decision is truely unfair and disability discrimination of how their money is spent

    I don't know what I would do with out the pip payments financially or mentally I pay most of my bills food etc and it pays for someone to take me and help me do shopping, doctor's hospital appointments so I don't know what voucher s would work for people like e

    Stupid decision I have a disabled son in a daycentre 5 days a week and have to pay over £400 a month for his day care at the centre the PIP IS used for his care and travel training and going out with daycentre to help him to socialise my son has sever autism and sever epilepsy and I have epilepsy and mobility issues this government sucks.  This decision needs to be looked at again I do not want vouchers and stupid catalogues full of junk tat is of no use to us and many others with disabilities sort this mess out now

    I cant understand why government are allowed to change pip payments from cash to vouchers I am on pip and it really helps me towards bills and things I really to help me with all my disabilities this is surely an invasion on people's rights we on pip will feel embarrassed buying things with vouchers I already feel uncomfortable around people and now everyone will know am on pip that will make feel so uneasy and vulnerable I feel like it's an invasion of my privacy I hope labour overture this terrible decision now there are going to be a lot of death's and blood on the goverments hands its an outrage we all need to stick togerther and fight

    For the British people we ask for someone to run the country fairly and see everyone is in good hands and not turn the back the British people who have put you there or this means next time it needs someone totally different to run this country for the British people 
    For our army 
    School 
    Hospital 
    Better council property 
    Better police that work with the community 
    And help where it's needed

    I have completed the consultation and am in the process of writing to my MP about Q18 in particular. Who are these people who are paid to come up with such non sense, it's scary to think they are in such a position to do these things. Blaming the sick & disabled for the cost of the welfare bill.
    We can only hope that this government can show some empathy and morality and do away with this proposal.
    What does it say of a society that stigmatizes the sick & disabled. Seems nothing has changed really in the last century, we are still having the notion of the deserving and undeserving poor, and if the sick & disabled don't deserve help, god help us. 
    We've still got the same problems we had then, poverty, poor housing, people with no food or fuel, poverty just gets modernized as time goes on.
    It won't be long before we have a welfare state with the same structure as used by the USA, again god help us.
    We are also treating our veterans the same, putting them on the scrapheap like the US does, and again if we treat people who are prepared to give their lives to serve their country and people what does that say about the society we live in.
    Best wishes to all and let's hope our fears will be unfounded.

    I am sorry if this sounds a little heartless but regardless of how completing this form makes people on here feel, we all need to do it!! Now is not the time to bury our heads in the sand. I understand, I really do why people feel daunted, but that feeling is going to be nothing compared to how we will be treated under these new proposals. Some of us depend on our motability cars/scooters/wavs, I doubt we will still get those if these proposals go through, not to mention having to mess about with vouchers!! 

    Come on people now is the time to make your voices heard!!!

      @Holly I don’t agree with this as I have copd and don’t drive so I pay people to take me for my appointment and shopping plus I pay it on my gas/ electric I am 72 I don’t need vouchers as I got everything just need it for the best things to get me around diane

      @Anon I use my PIP to pay for a Gardener/Cleaner/Window Cleaner and for help when I have no one else around (frequently). I pay for someone to attend my many hospital appointments with me as I'm Widowed and to help keep my 15 year old car on the road.
      I'm in a very rural area and there is little bus service but, due to disabilities I cannot use public transport anyway and no taxi company here for the last 2 years.

      What good are vouchers to me and very many others in the same situation ? I don't 'shop' for things I'm quite reclusive due to health problems. 

      You can send money to other countries but you can't help our own  nor our service personnel. We are treated as the lowest of the low just because we have disabilities. This will greatly increase suicide rates to people who have enough to worry about. Please re think.

      @Fred It depends entirely on the backlash they get - that’s the reason for their silence. They’d love to save the money, but they’re worried about backlash. Which is why we all have to fill out the consultation and be polite, but firmly tell them how utterly insane it is. Only if they think the storm is coming from us, will they back off.
