They can but there is no requirement for them to do so, also, whilst there are areas of overlap between PIP and ESA there are also considerable differences. I wouldn't rely on it happening.

This is a decision that only you can make. If you can manage dealing with the process then the worst that they can do is to turn you down.

It's a possibility, it will depend on how well you explain your limitations in completing each of the PIP activities.
