The DWP have published the results of a survey on the public’s attitudes to a worrying list of new powers it is considering acquiring, allegedly in order to combat fraud, error and debt in the benefits system.

The proposed new powers include:

  • Trained DWP investigators having arrest powers
  • Trained DWP investigators having search and seizure powers
  • Collecting information about where claimants are spending money
  • Collecting banking information as soon as fraud is suspected, rather than waiting for a criminal investigation
  • Asking banks to share information about accounts which look like someone may be committing fraud
  • Government organisations sharing data with DWP about claimants

The DWP research claims to show that a majority of the public were in favour of every one of these measures being introduced.

Even amongst a group of claimants, the DWP claim, more people considered the powers acceptable than found them unacceptable, with the exception of collecting information about where claimants are spending money. 

Given the levels of incompetence, data loss and unaccountability at the DWP, the possibility that staff could arrest claimants and seize their possessions is likely to alarm many readers.

Equally, the idea that the DWP could begin examining bank accounts and looking at how a claimant is spending their money merely because the they suspect fraud is a cause for real concern.

With the department increasingly relying on AI and algorithms they don’t fully understand to detect fraud, the possibility of claimants being wrongfully arrested and facing long and poorly resourced investigations seems real.

No legislation has yet been put forward by the DWP and many will hope that a general election intervenes and that these proposals never become anything more than the wish list of a failing department.

    This was discussed on GB news this eve 29th Nov and it sounded like the DWP/govt were keen to try and legislate this so be prepared because since COVID it seems to me they think they have the right to do what they like, lets see if anybody opposes it, don't hold your breath though welfare seems to be public enemy no 1 at the moment.

    This is huge government overreach, power to arrest? powers to collect information what your spending your own money on? this is chinese communist laws being pushed in the UK, this must be stopped.

    Has anyone seen the latest? Apparently we are to be monitored digitally,to check we are attending jobcentre and job fairs. Now I'm sure legal legislation would be needed to compel us to download an app: and also to compel us to wear an electronic tag if we haven't broken the law. Also, our attendance IS monitored at jobcentre and job fairs; I've been to job fairs where my name's been ticked off a list. Do they propose to compel ppl who have part time work to be monitored digitally at work and in their leisure time? Plus they don't have enough staff. This shambles get funnier by the day

    I get PIP and Universal Credit for Complex PTSD, chronic depression, anti-social behaviour and agoraphobia. I've worked in my life, I have a degree and massive student debt. 

    I know what the symptoms are for a death of a nation, it's when you look at the poor, elderly and disabled with contempt like a substance you scrape off of your shoe. I'm not here to be treated like a criminal or a piece of dirt because I have something wrong in the brain mainly to do with constant traumatic experiences, for example witnessing a parent being stabbed in the neck by another parent, being sexually abused, having that crap kicked out of you repeatedly from the toddler years to puberty because of a psychopathic father.

    I'm sick and tired of these jobsworths who cannot fathom that there are people in society who cannot function in said society because of mental and physical disabilities. That contempt they have for people like me is reciprocated sevenfold.

    Put your pennies in an off-shore account: just as many Tory doners and big business does.  Come on.  We're not living in a communist/fascist republic - just yet: once we get rid of the Tories, some kind of 'normality' will resume . . .  Save your worries for stuff that HAS happened, not stuff that may happen.       @jan evans i agree with everything you say apart from the brexit part, how is brexit going to succeed when you have a party in power that wants britain to fail and punish its own citizens, they need to be kicked out and a party in power thats going to get things done, tories are more left than the labour party, tax rises, bans on everything, freedom is a bad thing, freedom of speech trashed and in the gutter, education being used as a indoctrination method, dire times we are in.

      @jan evans jan evans, really well said. Schopenhauer gave same advice: 'Do not worry about bad things that have no grounds in the  present, for they might never happen.'. And Socrates derided the farcical tribunal who condemned him for nothing, since he had always followed the laws and never broke them in his entire life. However, it can be also a mistake to dismiss something out of hand. Personally, as a lowly immigrant, I believe the UK is smarter than the ignoramuses who claim to represent it, be it the DWP or whatever political party, or the equally (mostly) ignorant public.

    Apologies if this has already been mentioned…

    But, if some random DWP person tries to arrest someone, will they be trained to police level?
    Will it be in accordance to PACE act?
    If they are arresting someone I believe you are legally entitled to a solicitor to accompany you to interview which the arresting officer must provide.

    Will this all be a thing ?

    Worlds going mad and I don’t like it.  Makes me very anxious.

      @Invisible Plus, it's been reported there's about a 30,000 lack of staff in the DWP, there's not even enough work coaches to police the claimants now, they'll have to get a whole lot of new ppl ready, I really can't see this happening

      @Nl Don't  worry about it. It might never happen, and you can be pretty sure it won't be easy for the DWP to become  the fascist police it wants to become. History has always shown that this kind of thing never lasts too long. This ignorant, purging and self-righteous stuff might work in a bad country, not nearly as easily as in the UK, and I say this as an immigrant. If the DWP  tries this stuff, it will create more problems for them than  it solves.

    I suspect they didn't give the context in relation to fraud and the welfare bill. eg only 0.2% are fraudulent claims. Nor that the majority of the welfare bill is pensioners and working tax credits/housing benefits. Nor given the percentage of the bill that is actually paying towards the other benefits - the amount is low in comparison to the first. Plus, I wonder if they asked anything in relation to if those surveyed would be happy to have their own bank accounts followed etc/be arrested potentially should they ever need to make a claim! There's a presumption that it's current claimants, and they wouldn't be in need of them. Short memories given the numbers who suddenly needed state help in the pandemic! Nowhere on the gov.uk site where you can see the actual questions, or potentially feedback on them

    It’s no business of the DWP where I spend my money lawfully…..if there’s fraud suspected it’s the matter of the police to investigate within their own procedures etc…not a ‘trained DWP investigator’.  Trained DWP Health professionals ( nurses, retired Gp, physios know absolutely nothing about my neurological issues and needs)

      @Kat Rehman If we draw the money out of tge bank and use cash they can't tell where you spend the money. No wonder the powers that be want to get rid of cash. All card payments can be traced. It's a good reminder to us to make sure we use cash so it doesn't all become card payments.

      Bills are paid. It's not the DWP business where I spend the pittance of UC left after rent council tax etc. it's also none of their business where I spend my WAGES, as in money I have WORKED HARD for and LEGALLY earnt

    Interesting to read about wording changes in some questions. Well, yes, I would expect more of us to be in favour of measures “to ensure claimants get the right amount” and fewer to be in favour of measures “to end fraud”.
    When are they going to ask us who’s in favour of measures “to end tax fraud”?
